The nation's clean water backlog grew 73%. The fund that's supposed to close it got cut 54%.

Every toilet flush, every storm drain, every septic tank in the country runs through infrastructure the Clean Water Act made a federal responsibility in 1972. Every four years, states and territories tell the what it would cost to fix what's failing and build what's missing. Every year, Congress decides how much of that bill it will actually pay — and increasingly, who gets to decide which projects get the money.

What the survey found

The 2022 Clean Watersheds Needs Survey — the 's once-a-decade count of unfunded clean water infrastructure needs, built from state-submitted project lists — puts the 20-year nationwide total at $630.1 billion. That's a 73% jump from the 2012 survey's $363.4 billion, though part of the increase is definitional: Congress added two new survey categories, nonpoint source control and decentralized (septic) treatment, to the 2022 count under the Infrastructure Investment and Jobs Act. Comparing only the categories tracked in both surveys, the increase is a still-substantial 37%.

Wastewater treatment and conveyance — the pipes, pump stations, and plants that already exist and need fixing — is 55% of the total on its own. The 's own report to Congress notes that 17,544 publicly owned treatment works now serve 270.4 million Americans, 82% of the population, and that the share receiving advanced treatment has grown from under 4% in 1972 to 42% today. The system built to meet the Clean Water Act's original goals is larger and more sophisticated than it was — and, per this survey, further behind on what it would cost to finish the job.

The fund that's supposed to close it

The 's main tool for financing these projects is the Clean Water State Revolving Fund (CWSRF), which capitalizes low-interest loan pools that every state runs for municipalities. It draws on two federal money streams: an Infrastructure Investment and Jobs Act supplemental appropriation fixed through FY2026, and a regular annual appropriation set by Congress each year. For FY2026, per the Congressional Research Service, the regular CWSRF appropriation held flat at its FY2025 level of $1,638.9 million — but for the first time, Congress dedicated 54% of that regular pot, $892.8 million, to Community Project Funding/Congressionally Directed Spending: specific projects individual members request, rather than the formula that sends money to every state on a statutory allotment. That left just $746.1 million in formula grants — the money that funds every state's loan program regardless of which member of Congress represents it.

The supplemental, $2.603 billion, carries no earmark set-aside and flows entirely to the formula. It's also the last year of that supplemental — the money runs FY2022 through FY2026 only. Once it lapses, the regular appropriation is what's left, and on FY2026's split, more than half of it no longer reaches the formula that was built to spread loan capital proportionally to need.

The people who run it

Building — or fixing — a treatment plant is only half the system. Someone has to run it every day, in rotating shifts, for decades. That workforce is shrinking. The Bureau of Labor Statistics counted 132,400 water and wastewater treatment plant and system operators in 2024, and projects the field will shed 7% of its jobs — about 8,700 positions — by 2034. The roughly 10,700 openings expects each year over the same decade aren't growth; they're almost entirely replacements for operators who retire or leave the trade, in an occupation that typically requires only a high school diploma and on-the-job licensing.

A shrinking, aging workforce and a $630.1 billion backlog are not independent facts. Every mile of pipe the survey says needs replacing still needs someone licensed to run what it feeds into.

The takeaway

  • The backlog is growing faster than even inflation and population would explain. Even on the conservative like-for-like comparison, needs rose 37% in a decade; on the 's full count, 73%.
  • The formula that's supposed to answer it just lost half its regular funding to earmarks. $892.8 million of a $1,638.9 million pot went to member-picked projects in FY2026 instead of the statutory state allotment — and the supplemental that's been filling the gap expires after this year.
  • The workforce is shrinking while the job list grows. projects 7% fewer treatment plant operators by 2034, with new hiring only replacing those who leave — not expanding to meet a bigger system.
