What skipping the options stage costs

The clearest price tag on this pattern is at Idaho National Laboratory. 's own 2021 analysis of alternatives found that treating Idaho's calcine waste through vitrification -- the option a regulatory land-disposal restriction effectively locked in -- would cost at least $3 billion. Direct disposal, an option 's expert discussion groups said was technically viable, was estimated at about $500 million. experts told the calcine waste is currently stable and could be safely stored on-site until a permanent disposal location is identified, but the regulatory framework pointed toward the pricier fix regardless.

A track record of the same mistake

This isn't a new problem. Idaho's Integrated Waste Treatment Unit uses steam-reforming technology that a technical review team recommended against pursuing in March 2001, citing significant technical uncertainties. EM pursued it anyway, requiring a contractor to propose the technology in its 2004 bid for the Idaho cleanup contract. The unit didn't start operating until 2023 -- more than 12 years late and nearly $1 billion over budget. At Hanford and Savannah River, chose different, unequally priced treatments for similar tank waste based on separate regulatory agreements with each state; reported in 2017 that Savannah River's approach was substantially cheaper and its schedule decades shorter than Hanford's. acquisition management, including large capital projects like these, has been on 's High-Risk List for over three decades.
