FAA's drone fleet blew past its 2027 forecast two years early

Drones are the fastest-growing segment of U.S. aviation, and is responsible for safely folding them into the national airspace system alongside passenger jets, helicopters, and small planes. In June 2024, found that 's rule requiring drones to broadcast their location -- called Remote ID -- wasn't being put to use the way intended, and that had no timeline for fixing that. In February 2026 -- about 20 months later -- found a deeper version of the same problem: has technology that lets drones detect other aircraft, but still no integrated plan for how drones will actually communicate with and avoid them, even as the fleet outgrows 's own projections.

Remote ID: a 'digital license plate' nobody can plug into yet

generally requires drones to carry Remote ID technology -- what the agency calls a 'digital license plate,' broadcasting a drone's identity and location so law enforcement can identify unauthorized flights and, eventually, so more advanced operations like traffic management become possible. found tribal, state, and local law enforcement agencies had little knowledge of Remote ID or how to use it, in part because has limited resources to support them. is building an interface to route drone registration data to law enforcement, and is separately building a linked app -- but as of 2024, neither had a plan or timeline for finishing the job. Separately, industry stakeholders told that the broadcast-based signal the rule requires (Wi-Fi or Bluetooth) can't provide the real-time, networked data advanced operations need, and that industry generally isn't willing to build the alternative network-based version on its own. made four recommendations -- three to , one to -- and both agencies concurred.

The fleet grew faster than FAA's own forecasts

's 2023 forecast projected the commercial drone fleet would grow from about 727,000 at the end of 2022 to 955,000 by 2027. 's own updated 2025 forecast shows that pace was too slow: the commercial fleet had already exceeded 1 million by the end of 2025, roughly two years ahead of the 2023 forecast's 2027 target, and now expects it to reach 1.18 million by 2029.

Detect-and-avoid: real technology, still no integrated plan

Drones flying beyond their operator's visual line of sight need a way to detect and avoid other aircraft, and several technologies already do part of the job: ADS-B In picks up the position of aircraft broadcasting under the ADS-B Out standard, while cameras, acoustic sensors, and ground radar can catch aircraft that aren't broadcasting at all. As of December 2025, had approved more than 1,000 waivers for beyond-visual-line-of-sight operations, most relying on ADS-B In alone -- which can only detect aircraft that are themselves broadcasting a position. General aviation stakeholders told that some aircraft physically can't equip with the broadcasting technology at all: gliders and ultralight aircraft with no electrical system on board have nothing to run it on. In August 2025, proposed rules requiring BVLOS drones to detect and avoid other aircraft, but found the agency hadn't identified the specific roles, costs, or technical milestones needed to get there. Congress has given a May 2027 deadline to produce an integrated plan for this future 'information-centric' airspace system. made one recommendation on this, and concurred.

's 2026 report explicitly checked back on its 2024 findings: drone stakeholders again said Remote ID's broadcast-only signal can't provide the real-time data advanced operations need. agreed with 's 2024 recommendation to find a path forward on that, and as of June 2025 was taking action -- but was careful to note that fix, even completed, wouldn't touch the separate, unresolved question this newer report raises: how drones will detect and avoid aircraft that don't transmit their location at all.
