Hurricane Reconnaissance Missions Are Up 36% Since 2014. NOAA Has Filled 57% of the Pilot Seats for Its Only High-Altitude Jet.
Summary
NOAA and the Air Force flew 762 tropical-cyclone reconnaissance missions from 2019 through 2023 — 36% more than the previous five years — plus nearly 13 times more winter-storm missions, per a February 2025 GAO audit. The demand
Reconnaissance missions have climbed steadily since 2014, and GAO's analysis of Air Force flight-tasking data shows why: more named tropical cyclones (102 from 2019-2023, versus 66 in the prior five years), more forecaster requests for the aircraft's Tail Doppler Radar (168 mission requirements from 2019-2023, versus 79 before), and a whole new mission set — Pacific-basin atmospheric-river reconnaissance, added to the winter-season flight plan starting in fiscal year 2020 to help forecast West Coast flooding. The result: tropical-cyclone missions rose 36% between the two five-year periods, and winter-season missions rose nearly 13-fold.

's own draft report to Congress went further: winter operations "could double" again in the next few years as atmospheric-river forecasting improves, according to 's summary of that draft.
The seats
Neither agency added crews to match. GAO found that before the 2023 tropical cyclone season, had filled just 7 of 11 WP-3D Orion pilot positions — 64% — and 4 of 7 Gulfstream IV pilot positions — 57%. The Gulfstream IV is 's only high-altitude jet; when it can't fly, there's no substitute with the same instruments. That's exactly what happened in 2024: maintenance issues kept the Gulfstream IV grounded for two scheduled missions into Hurricane Helene, with no backup aircraft available, and says it's possible the gap reduced forecast quality. A month earlier, a staffing gap of one — 's sole available in-flight meteorologist was unavailable for a family emergency — delayed the same jet's deployment into Hurricane Ernesto by two days. In 2023, stopped flying missions into Hurricane Lee entirely because its air crews had hit their 120-hour, 30-day flight-hour limit and no relief staff were available. The Air Force's side of the operation isn't better staffed: its Hurricane Hunter unit is authorized 110 maintenance positions, but only 81 — 74% — were filled as of October 2024, and the Air Force canceled a mission in December 2023 for lack of available maintainers.

By July 2024, had raised its combined pilot fill rate to 13 of 18 positions — 72% — after asking former Hurricane Hunter pilots now in leadership roles to fly missions and expanding the use of flight-hour waivers. 's verdict, in its cover letter to the Senate Commerce Committee: neither nor the Air Force has ever comprehensively assessed whether its Hurricane Hunter workforce is sized for the mission it now flies. The agencies agreed with all eight of 's recommendations, including that they start tracking why missions get missed in the first place — something neither had systematically done, even as the miss rate climbed.
The money
's answer, published in a 2022 recapitalization plan, is to replace its aging fleet — two WP-3D Orions built in the 1970s and one Gulfstream IV from 1994 — with two new Gulfstream G550 jets and four new C-130J aircraft. As of January 2025, GAO's review of NOAA's contracts and appropriations found the first G550 fully funded and on track to fly missions by July 2025. The second G550 — a used aircraft, since Gulfstream stopped building new ones — has $105 million committed against roughly $23 million still needed, with delivery not expected until spring 2028. The four C-130Js, meant to replace the WP-3Ds before they age out in 2030, have received $727 million against an estimated $1.4 billion total cost — leaving $678 million unfunded. Add it up and has received, in 's own words, "nearly $1 billion" toward a roughly $1.69 billion plan.

Congress is now weighing a bigger fix. On June 17, 2026, Senate Commerce Committee Chairman Ted Cruz and Ranking Member Maria Cantwell introduced S. 4802, the Hurricane Hunter Aircraft Recapitalization Act, with Sens. Wicker, Blunt Rochester, Padilla, and Budd as co-sponsors. The bill text, read directly from its filing at the Government Publishing Office, authorizes $2.5 billion for aircraft acquisition and $45 million a year for aviation operations, both running fiscal years 2027 through 2031 — $2.725 billion over five years. It would also raise 's aircraft cap from a flat maximum of six to a range of six to nine, require backup aircraft so a single maintenance grounding can't take out a whole mission, and codify a requirement that maintain "a sufficient number of qualified Corps pilots." The Commerce Committee says reconnaissance data improves National Hurricane Center forecasts "by up to 20 percent."

An authorization is a ceiling Congress permits itself to spend up to, not money in hand — the same distance that separates 's "fully funded" first G550 from its $678-million-short C-130Js. Even if S. 4802 becomes law and every dollar is later appropriated on schedule, the earliest new money arrives is fiscal year 2027 — two years after 's audit, and three years before the last WP-3D is due to retire.

Every hurricane forecast that puts an evacuation zone on a map traces back, in part, to a handful of propeller planes flying into the storm itself. From 1980 through 2023 the United States absorbed 62 "billion-dollar" tropical cyclones — storms that each caused more than $1 billion in damage — for nearly 6,900 deaths and $1.4 trillion in total losses, according to 's own damage database, cited in a February 2025 Government Accountability Office audit. The aircraft that fly into those storms to measure them are known as Hurricane Hunters, split between and the Air Force Reserve. Demand for what they collect has grown for a decade. The crews and planes to meet that demand have not.
