The Army disputed the number, not the risk
The Army's response focused on the dollar figure: officials called the $21.88 billion estimate misleading, noting it was a 10-year contract ceiling that included every possible sale to the military services and foreign governments, not a cost projection. The Inspector General's reply didn't back down -- the Army had, in fact, awarded a contract for up to that amount, and while officials might never spend all of it, they could. The underlying finding went unanswered: without a defined acceptance bar, no one could say whether IVAS would actually meet soldiers' needs before the government was committed to buying it.
Three recommendations, three unresolved
The Inspector General made three recommendations: set Army-wide policy requiring program officials to define user-acceptance measurements; have the program office define clear acceptance levels before the next round of soldier testing; and have Army leadership verify those levels were met before production. The Army disagreed with the first, arguing existing policy already covered it -- the disagreed and kept it open. The Army partially agreed with the second, asking to soften the requirement from 'define' to merely 'explain' acceptance levels -- the declined the change and kept it open too. The Army agreed with the third in principle, but because it depended on the second recommendation being implemented, it stayed open as well. All three recommendations remained unresolved.

Four years later: the goggles nobody wanted

The program had produced nearly 10,000 units across its first two versions, but found they fell short of soldiers' needs; those units are headed to storage, with some possibly repurposed for testing, rather than issued to the field. The Army is now starting a new effort, Soldier Borne Mission Command, to try again.
