America's lead pipe count was cut in half overnight. The funding gap wasn't.

For years, the number driving America's biggest drinking-water mandate was an estimate, not a count. In October 2024, the finalized a rule requiring every lead pipe carrying water into a home to be replaced within 10 years. It based that rule on roughly 9 million lead service lines still in the ground. Then utilities did the actual counting.

The Lead and Copper Rule Improvements set a real deadline — a 10-year replacement clock starting once compliance requirements phase in around November 2027, landing most systems at a practical finish line near the end of 2037. The rule's entire scope, though, rested on an estimate that turned out to be roughly double reality.

Utilities across the country were required to submit initial inventories by October 16, 2024 — and not every system made it. In Georgia, more than 400 of the state's 1,900 water systems missed the deadline; in Virginia, about 20% of roughly 1,500 systems did too. But where inventories did come in, they told a consistent story: there are far fewer lead pipes left than the rule assumed. By November 2025, the 's working national estimate had fallen from about 9.2 million lines to roughly 4 million.

A smaller pipe count doesn't close the funding gap — it just shrinks the job. The dollars needed to finish it still dwarf what's been set aside, and the shortfall has a direct answer: whoever doesn't pay it upfront pays it on their monthly bill.

Congress dedicated $15 billion to lead pipe removal through the Bipartisan Infrastructure Law — real money, but a fraction of the $45 billion to $90 billion total cost estimated for full replacement (the water industry's own trade group, AWWA, puts the high end above $90 billion, citing per-line costs that can exceed $10,000 in expensive markets). If that gap lands entirely on ratepayers rather than additional public funding, the American Water Works Association projects the average household water bill would climb from $429 a year today to $969 by 2050 — more than double, in today's dollars, before counting any other reason water rates rise.
