Congress's own appropriators don't agree with the depth of the Administration's ask. On May 13, 2026, the House Appropriations Committee approved its FY2027 Commerce, Justice, Science bill (H.R. 8845) by a 32-28 vote. Per the committee's own bill summary, that bill funds at $7 billion — "a decrease of $1.8 billion below the fiscal year 2026 enacted level and $3 billion above the fiscal year 2027 request." Both chambers still have to reconcile a bill before any of this is real; as of publication, that hadn't happened.
Where the smaller pie would go
The Administration's request isn't a single number — it's a sum of cuts across 's seven research directorates and their supporting offices. The account that funds research grants directly, Research & Related Activities, would fall to $3,409.45 million, and 's budget breaks out exactly where that money would land: Engineering hit hardest in percentage terms (-74.9%), Biological Sciences next (-71.7%), and the Directorate for Social, Behavioral and Economic Sciences zeroed out entirely (-100.0%, omitted below as it carries no FY2027 request). Mathematical & Physical Sciences, the largest directorate by dollars, would still absorb a 66.7% cut.

The headcount put on its own request
Three pages later in the same document, 's budget office runs the same request through a different unit: people. " estimates that in 2027, about 94,000 people will be directly involved in programs and activities, receiving salaries, stipends, participant support, and other types of direct involvement," the request states — down from an FY2025 Current Plan Estimate of 305,400. doesn't publish an FY2026 figure for this table (its own document marks that column "TBD"), so the comparison it offers is FY2025 to FY2027 — a 211,300-person drop, 69.2%, roughly in line with the FY2025-to-FY2027 dollar comparison uses elsewhere in the same document (-55.1%, a slightly larger cut than the FY2026-to-FY2027 figure above because FY2025's plan was itself larger than FY2026's enacted level).
