The Import-Origin Fraud Gap Costing U.S. Fishers $60.8M

Summary

The Government Accountability Office (GAO) -- Congress's nonpartisan auditor -- says the technology to verify where an imported shrimp, honey jar, or wood product actually came from already exists: DNA testing for species, chemical analysis for materials, blockchain-based supply-chain tracking. What doesn't exist at scale is the money to run it. The U.S. International Trade Commission (USITC) -- the independent federal agency that studies trade's economic effects -- estimated in a February 2021 report that illegal, unreported, and unregulated (IUU) fishing put $2.4 billion of falsely sourced seafood into the U.S. market in 2019 alone, nearly 11% of all U.S. seafood imports that year, and that keeping it out would have added $60.8 million to U.S. commercial fishers' operating income that same year.

How origin fraud actually works

Bad actors falsify a product's geographic origin for two reasons: to sell goods illegally, or to pass off cheaper products as premium ones. GAO's technology assessment lays out how verification is supposed to catch it. Digital tracking -- sometimes blockchain-based, which distributes records across multiple parties so a change must follow tamper-resistant protocols -- logs a product's path from harvest to sale. Analytical testing checks a product's chemical or biological properties against reference libraries of samples from known locations: DNA analysis can confirm a shrimp's species matches its claimed source, and trace-element profiles can indicate where a wood product's tree actually grew, since a location's specific geology determines which elements a tree takes up. Both approaches depend on the same asset -- a reference library big enough and accurate enough to compare against.

The fraud concentrates in a few species -- and the rules to catch it already exist

U.S. importers are already required to report catch-to-entry data on certain seafoods and are barred from importing some goods from specified countries -- origin-verification technology is meant to help enforce that existing standard, not create a new one. USITC's species-level breakdown shows the fraud isn't spread evenly: octopus (33.1% of category imports), swimming crab (28.4%), squid (27.3%), and warmwater shrimp (20.0%) had the highest estimated IUU shares of the 16 species groups it modeled, while low-risk categories like American lobster (3.9%) and haddock (2.5%) were barely touched. China, Russia, Mexico, Vietnam, and Indonesia are estimated to be substantial exporters of IUU seafood to the U.S.; Canada, the largest single source of U.S. seafood imports overall, is not.

Why verification stays thin: it's expensive, and someone owns the library

The one program with a public price tag: $1.5 million, one commodity

The clearest publicly documented dollar figure for what Congress has actually funded toward origin-fraud testing covers a single commodity, not seafood. GAO cites CBP's 2020 push to test Chinese honey imports, which can carry unapproved antibiotics, as its example of origin-verification technology deterring fraud. CBP's own report to Congress shows why the honey program exists at all: honey from China has carried U.S. antidumping duties as high as 221.02% ad valorem since 2001, a large enough price gap to reward disguising a shipment's true origin.

Congress's FY2020 appropriations act gave CBP $1.5 million to initiate comprehensive honey testing -- enough to buy nuclear magnetic resonance testing equipment and start expanding an international honey reference-sample database. Measured only for scale, not as an apples-to-apples budget line, that $1.5 million is about 41 times smaller than the $60.8 million USITC says seafood-origin fraud alone cost U.S. fishers in a single year, and about 1,600 times smaller than the $2.4 billion in IUU seafood USITC estimated entered the country that year.

's own mandated follow-up report -- 'Results of 's Honey Import Testing,' delivered to Congress in August 2021 -- was supposed to report what the $1.5 million bought. Its 'Laboratory Testing Results' section states only that CBP had acquired the NMR technology to complement its existing protocols; it lists no shipment counts, sample volumes, or fraud findings from the testing itself.

What happens next

's July 15, 2026 spotlight does not recommend a fix or set a deadline -- it poses the funding question directly to policymakers: whether the federal government should support supply-chain coordination and reference-library development and sharing to verify product origin more accurately. As of this report, that question sits with Congress, unscheduled; 's lab enhancements and 's field-testing pilot continue without a published timeline or budget attached.

  • The fraud is quantified; the enforcement capacity to match it isn't. USITC put a dollar figure on IUU seafood fraud -- $2.4 billion imported, $60.8 million in lost fishing income, both for 2019 -- but the only public appropriation figure for origin-verification testing or has disclosed, $1.5 million for honey alone in FY2020, covers a different commodity and a fraction of the scale.
