The 's Drinking Water Infrastructure Needs Survey and Assessment (DWINSA) is a statistical sample of actual, documented projects at water systems nationwide — not an estimate of what would be nice to have, but a weight-of-evidence accounting of work systems say they need and can show is real. The 7th edition, released in September 2023, found a 20-year national need of $625 billion, a 32% jump over the 6th survey's $472.6 billion (2015 dollars) — 14% even after adjusting that older figure for inflation. Most of it is invisible: pipe in the ground.

Distribution and transmission — the pipes themselves — account for $420.8 billion, 67% of the total. Treatment plants need $106.4 billion, storage tanks and reservoirs $55.3 billion, and source infrastructure like wells and intakes $24.9 billion. The survey also breaks the need down by system size: medium community systems, serving 3,301 to 100,000 people, carry the largest single share at $273.1 billion (44%) — the small-town and mid-size utilities least able to spread a big capital project across many ratepayers, and most dependent on a handful of licensed staff to keep it running once it's built.
Who runs it
Money buys pipe and concrete. It doesn't automatically buy the people licensed to operate what gets built. That's a separate pipeline, and per the Bureau of Labor Statistics Occupational Outlook Handbook, it's running dry from the other end.

132,400 people held these jobs nationwide in 2024 — every operator at every treatment plant and pump station in the country, combined. projects that number to decline 7% by 2034, as automated dosing and monitoring systems let plants run leaner. But automation isn't closing the gap on its own: the agency also projects 10,700 openings a year, on average, over the same decade — 8% of the entire workforce, replaced every single year — almost all of it workers retiring or transferring out, not new positions being created. A workforce that size, turning over that fast, is one licensing exam and one retirement wave away from a system with money for pipe but nobody certified to run the plant at the end of it.

Every glass of tap water passes through a system that someone has to keep running: pipes that leak, treatment plants that need chemical dosing adjusted daily, storage tanks that need inspecting.
